Section: The problem Identify how the problem is framed in the case (or framed by different actors) or whether it is not specified what appears to the be the problem under consideration. Is it the “real” problem or one that is a stand in for what is really “going on”? Was the problem time sensitive? Do all the people or organizations involved have the same definition of the problem or are different ones addressing different problems? What are some of the feasible alternatives to the one(s) taken in the case? Were any of those considered? Section: Stakeholders Who are the people (and groups) involved in the case? Are they directly or indirectly participating in the case? Are they part of the problem being addressed? What are their motivations? (For example, do they really want a solution or not? Do they stand to benefit from actions or are they likely to be disadvantaged by actions? What roles do they play official and unofficial in the case? What type of power do they have? What are the biases of the stakeholders (good or not so good)? Internal Organizational Factors/Issues Are there internal issues that should be considered such as income/expenses, funding sources, budget/financial management, personnel policies, or communication/public relations factors? Are there any internal obstacles that prevent certain actions from being taken? External/Community Factors/Issues Are there factors/issues external to the organization or important in the community such as legal, political, public policy matters, communication problems/issues? Are there any social justice issues that need to be taken into account? Are there any external obstacles to problem solving? Missing and/or Implied Factors/Issues Are there any missing factors that you think are important for understanding the big picture of the case? Why do you think those are important? Why do you think they are missing from the case description? Are there any factors/issues that you believe are implied by the other information in the case? What evidence do you have to support those implications?
